GREENFORD - The South Range school board Monday instituted participation fees and drug testing for next year and approved a contract for the retiring superintendent.
The board approved the two new policies presented by Superintendent Dennis Dunham last month. The drug and alcohol testing will be used beginning Aug. 1 to promote the health and safety of students and undermine peer pressure and will be used for all students participating in athletics at the middle and high school levels and all students participating in extracurricular activities or applying for a parking permit at the high school level. Random testing will also be conducted throughout the year.
The testing will be funded through donations from private individuals at no cost to the district.
In the event of a violation the penalties range from suspension from 10 percent of games for the first offense to a year suspension from games for a third offense for athletics; completion of an assessment program and two-week activity suspension for the first offense to permanent exclusion for a third offense for extracurriculars; and one month revocation for the first offense and one-year ban for a third offense for parking permits.
The participation fees are expected to generate approximately $60,000 to help cover costs for travel and supplemental advising and coaching contracts. The fee schedule will be $100 for the year for as many sports as a student chooses, with a maximum of $175 for families with two or more students. Co- and extracurricular activities will be proportionate to the cost of travel and advising, including $40 for band, $20 for drama and choir, $40 for speech and $30 for academic challenge. Students participating in sports and extracurricular activities will have to pay both fees.
In other business the board approved a three-year contract with Dunham at an annual salary of $79,900 under the retire/rehire provision.
The board also approved the revised five-year financial forecast submitted by Treasurer Jim Phillips which shows cash balance deficits of $610,000 in fiscal year 2017 and $1.59 million in 2018. The district's deficit spending is projected to grow from $15,000 this year to over $983,000 in 2018.
Also at the meeting, the board accepted the retirement of career based intervention teacher Lawrence Barth effective June 30 under the retire/rehire provision and scheduled a public hearing on the issue at 7:30 p.m. June 16 at the high school.
The board also approved a memorandum of understanding with the classified employees union establishing a temporary/seasonal full-time custodial position and hired David Buzzacco to the position, as well as a memorandum of understanding with the teachers union permitting the hire of up to five middle school football coaches at the same cost of the current three positions.
The board also accepted the resignation of Karrie Taylor as part-time aide effective May 3; approved Dean Fredrick and Deon Miller as unpaid volunteer assistant middle school football coaches; and approved supplemental contracts for 2014-2015 for Connie Stewart, central call off/bus dispatcher; Anthony Foster, event/principal replacement dean; Rachel Murray, junior class advisor; Kristen Scott and Ericka Burkey, middle school cross country; and Brian Crumbacher, Jeff Remish, Nathan Toy and Mark Plunkett, middle school football.
Additionally the board approved a resolution opposing the removal of the words "thorough and efficient" from the Ohio Constitution regarding the standard system of common schools and the strengthening of the clause by adding a provision that each student shall the fundamental right to high quality educational opportunities.
The next regular board meeting is scheduled for 7:30 p.m. June 16 in the high school band room.
A special meeting 7 a.m. June 30 to approve fiscal year 2014 final appropriations and fiscal year 2015 temporary appropriations.
