LISBON — An East Palestine man faces charges of attempting to strike another man with his vehicle. A pretrial hearing was set July 29 in Columbiana County Municipal Court for Ryan Sell, 33, North Sumner Street, charged with two counts of aggravated menacing, criminal mischief and criminal trespass. Sell allegedly drove his car onto a New Waterford property without permission on May 31 in the direction of a man. Video allegedly shows Sell driving his vehicle on the property at a high rate of speed toward the individual. Sell also faces separate charges from an incident at his East Palestine residence on or about May 31. During that incident, Sell allegedly threw his ex-girlfriend’s phone on the roof of his residence during a custody exchange. He then reportedly climbed onto the roof before throwing the phone to the street, destroying it.
Eugene Arcuragi, 70, Toronto, was bound over to the grand jury on charges of second-degree felonious assault. Arcuragi allegedly assaulted an 80-year old man in Wellsville on April 19. The victim suffered a severely swollen eye and bruising.
A preliminary hearing was set June 17 for Ryan Exline, 18, Hillcrest Road, Wellsville, charged with failure to comply with officers, a third-degree felony. Exline allegedly fled a traffic stop on foot in Salineville on June 3. He later turned himself in to the Ohio Highway State Patrol. Exline is also charged with reasonable control, failure to display a valid sticker, stop sign and no seat belt.
Brent Brown, 37, Cuyahoga Falls, was fined $750 and sentenced to 90 days in jail suspended and 20 hours of community service for engaging in prostitution and possessing criminal tools. Brown made contact with an undercover agent, agreeing to exchange $100 for sexual activity and traveling to Salem to do so on Aug. 11.
Jeremy Smith, 44, Summit Drive, Salineville, was bound over to the grand jury, charged with felony-five possession of drugs and possession of a drug abuse instrument. Smith allegedly was found inside a Maple Hill residence in the village with drug abuse instruments and a plastic bag containing trace drugs on Jan. 27.
A pretrial hearing was set Aug. 29 for David Barton, 37, Duke Vodrey Road, charged with theft. Barton allegedly ran power cords to a vacant home in East Liverpool to steal electricity. The matter was reported in June of 2018.
Robert Hartman, Grant Street, New Springfield, was fined $875 for physical control amended from OVI. He was also sentenced to 90 days in jail with credit for three days served and 87 suspended and twenty hours of community service.
Jerry Malone, 43, West Fifth Street, Salem, was fined $400 for theft and drug paraphernalia. During a traffic stop on Nov. 11 in Salem, Malone was found with a straw and white residue . On Dec. 17, Malone was observed on camera at Walmart in Salem shoplifting after using a different price tag to scan an item.
Amanda Willis, 33, St. Clair Avenue, East Liverpool, was fined $500 for assault amended from domestic violence and violation of protection order. Willis pushed and struck her child with a broom on Sept. 11. She later contacted the victim through text messaging on Oct. 4 despite a protection order.
Phillip James, 64, South Euclid, was fined $250 for obstructing official business, failure to stop after an accident, assured clear distance and stopped school bus. James provided officers with false information during a crash investigation on Jan. 5 in Fairfield Township.
A pretrial hearing was set July 25 for Scott Seifert, 35, North Lima, charged with engaging in prostitution, possessing criminal tools and drug paraphernalia. Seifert made contact with an undercover agent on a website, agreeing to exchange currency and drugs for sexual activity and traveling to East Palestine on June 2 to do so. He was found to be in possession of white powder and suspected methamphetamine.
A pretrial was set Aug. 15 for Lisa Robinson, Mount Sterling, charged with domestic violence. On May 19, Robinson was allegedly found lying in the middle of the Siegler Road in Washington Township, wearing a bikini and holding a knife. She was reported in an “altered mental state.” Her boyfriend reported that Robinson had struck him and he had a visible injury and he had blood on his face and ear.
Vanessa Schreffler, 46, Northside Avenue, East Liverpool, was fined $250 for theft. She was also ordered to perform 20 hours of community service and sentenced to 90 days in jail with credit for three served and 87 suspended. Schreffler failed to scan $319 worth of merchandise at the Calcutta Walmart on Feb. 10. She was fined $975 for OVI and failure to control in another case and placed on two-years probation and ordered to three days driver’s intervention. She was also fined $100 for animals at large.
Charges of grand theft auto were dismissed against James Hanlon, 38, Ohio Avenue, East Liverpool. Also, a pretrial hearing was set July 30 for Hanlon, charged with violation of a protection order. Hanlon allegedly contacted the protected party via social media on May 30.
Freeman Bankston, 52, New Castle, Pa., was fined $450 for disorderly conduct and possessing criminal tools amended from engaging in prostitution. Bankston made contact with an undercover agent and traveled to East Palestine after agreeing to exchange sexual activity for $240.
A pretrial was set Aug. 26 for Paul Walker, 48, Taggart Street, East Palestine, charged with expired license.
James Hurst, 35, North Sumner Street, East Palestine, was fined $600 for physical control and expired license.
Robert Bower, 55, Moore Road, East Liverpool, was fined $250 for driving under suspension and unauthorized use of a plate.
A pretrial was set July 25 for Judson Edling, 38, West Pershing Street, Salem, charged with driving under suspension and unauthorized use of a plate.
Steven Brown, 51, Signal Road, Columbiana, was fined $100 and ordered to pay $15 in restitution for theft. Brown allegedly was seen on video printing out a lottery ticket at his place of employment and not paying for it before placing the ticket in his car on or around June 1. He was also sentenced to 20 hours of community service and 30 days in jail with credit for one day served and 29 suspended.
Robert McKay, 54, Market Street, East Liverpool, was acquitted during a jury trial for one count of domestic violence at the cost of the state.
Sonya Taylor, 33, Newell, was fined $200 for no operator’s license and expired registration.
Jay Mitchell, 55, Maple Grove Lane, New Waterford, was fined $100 for traffic control device amended from equipment violation.
Samuel Koons, 54, Winona Road, Salem, was fined $200 for driving under suspension and speed.
A pretrial hearing was set for June 13 for Cody McClain, 30, Washington Street, Lisbon, charged with OVI, driving under suspension and unauthorized use of a plate.
Shawn Dickson, 48, North 15th Street, Sebring, was fined $130 for distracted driving and marked lanes.
Aaron Porter, 38, New Cumberland, West Virginia, was fined $925 for OVI and speed. He was also sentenced to 90 days in jail with 87 suspended and three served, 40 hours of community service and a driver’s intervention program
A pretrial hearing was set July 30 for Katherine Clark, 80, West Sixth Street, East Liverpool, charged with animals running at large.
Dena Bentz, 60, Lisbon, East Liverpool, was fined $100 for speed.
George Moore, 35, Follansbee, West Virginia, was fined $350 and sentenced to 30-days suspended for drug paraphernalia, driving under suspension and marked lanes. He was also ordered to perform 20 hours of community service. A cut straw with white residue was found in Moore’s possession following a traffic stop in St. Clair Township in November.
A pretrial hearing was set July 29 for Philip Kelley, 36, Broadway Avenue, charged with driving under suspension.
A pretrial hearing was set July 2 for Dennis Dawson, 48, Wintersville, charged with OVI and marked lanes.
Julie Lewis, 46, Akron, was fined $250 and sentenced to 30 days in jail for wrongful entrustment and drug paraphernalia. Lewis was found to be in possession of glass methamphetamine pipe following a traffic stop on state Route 7 on Oct. 29.
